"She's a superstar in her own right and was a fantastic mentor last year," Cowell said of Lovato.
"Even though she can be really, really annoying, I truly enjoyed working with her and so did the artists. I'm especially pleased she's back even during her world tour."
Lovato released her own statement celebrating her return to The X Factor, in which she said that she is "excited" to mentor the contestants for a second year in a row.
"Last season was an unbelievable experience and I really enjoyed developing personal relationships with the contestants and the panel," Lovato commented.
"I look forward to taking my previous experience and applying it to make this season even better."
The upcoming season of The X Factor will likely see two new judges joining Cowell and Lovato, following the departures of ! Britney Spears and LA Reid.
Ne-Yo recently hinted to Digital Spy that he might have a role on the Fox talent competition's next season, although he remained coy on the specifics.
Sean 'Diddy' Combs has also pitched himself as a potential X Factor judge, but mentioned that it would take a major money offer to make the deal happen.
The X Factor USA will return to Fox in the fall.
